NOTICE TO PROSPECTIVE OFFERORS:

As a means to provide Offerors an opportunity to present information verbally and for the Department to meet proposed key personnel, the Department is adding an Oral Presentations requirement to the Liquid Waste Request for Proposals (LW RFP). The expected focus of the Oral Presentations will be interviews with key personnel. Interview questions will not be provided to Offerors in advance of the actual date and time set for the Oral Presentations. It is anticipated that the Oral Presentations will be scheduled for mid to late January 2008. Offerors will be notified by the Contracting Officer by December 17, 2007 as to the exact schedule for each Offeror’s Oral Presentation, based on a lottery selection. It is anticipated that the time allotted for each Offeror’s Oral Presentation will be approximately 4 hours and will be conducted on a single day. An Amendment to Sections L and M of the solicitation will be issued within two weeks to reflect the inclusion of Oral Presentations. The schedule for receipt of proposals which is December 10, 2007, will not be extended.

August 21, 2007
Deliquification, Dissolution and Adjustment (DDA) processing was started in March 2007 following South Carolina Department of Health and Environmental Control issuance of a permit modification for the Saltstone Disposal Facility and suspended later that same month in recognition of the filing of Requests for a Contested Case Hearing before the Administrative Law Court of South Carolina. In August 2007, the parties reached agreement, formalized in a Consent Order, on settlement of the challenge to the modified permit for the Saltstone Disposal Facility.

DOE is currently reviewing the draft Final Liquid Waste Request for Proposals (RFP) to ensure that the RFP has any provisions needed to address the Consent Order, as well as other program developments. DOE will announce a release date for the final RFP as soon as any required revisions are complete
